Open the developer console by pressing the tilde key ~. If it does not open, enable it in Settings → Game → Enable Developer Console.

Type bot_stop 0 into the console and press Enter.

Freeze all bots in place (1=frozen, 0=normal). This command requires sv_cheats 1 to be enabled first. The default value is 0. Browse the full CS2 console command list, or bake this one into a config with the autoexec generator, bind generator or practice config generator.
